Man these guy really know how to make a record. Four chaps from Chicago bangin out noisy rock'n'roll influenced by everything from the Germs to the Crime to the Stooges and sifted through a filter set to "Annihilation". The "Severed Tongue Speaks For Everyone" has the subtlety of a terrorist walking into a grenade factory, holding a pipe bomb and lightin up a stogie with a blow torch. Subtle?? Nahhhh, but the BLACKOUTS ain't supposed to be. Play it to loud and prepare for your speaks to implode, transform to life and proceed to eat themselves alive. Turn it down to low and you'll just get one high-pitched buzz coming out of your speakers in uneven intervals. But at just the right volume this sucker is pure GEEEEEEEEEEENIUS!!! As far as modern punk tunes go, it really doen't get much better than 'Stab Your Back'. One minute, 12 seconds of pure, hate filled rage. The chorus is so nihilistically real, that you can picture Mac Blackout hunched over the mic in the studio spewing the chorus of "STAB STAB STAB YER FUCKIN BACK" with a dagger-like mic that's dripping blood from god knows where. Shit like that's pretty much impossible to replicate and I don't even wanna know where the inspiration for such a deep rooted, loathful tune comes from. If you liked their "S/T" LP/CD on Criminal IQ, "Severed Tongue..." won't disappoint. It's definitely a creative step forward from the more primtive wirting of their debut. "Terrorist Vacuum", "Loch Ness Primitive" and "I'm a Modern Modern Man" are reminiscent of early `80's punk outsiders like the Electric Eels and Flipper played fast and hard with a modern angular slant. They also slow the pace just long enough for ya to grab another tall boy and light a dube on the serated, avant-noise droners "Kamikaze!" and "Train of Naught." I think I hear a saxophone on a few tunes as well, but what the fuck right? It sounds burried amidst the blissful debris of distortion, but I SWEAR IT'S IN THERE!!! Well sax or no sax, you can be rest assured that these guys got something that so many bands lack. Soul man, they got fuckin soulllllllllllllllllllllllllllll!!! The FUNCTIONAL BLACKOUTS have definitely created a fine specimen of a rock and roll here right down to the slick lookin neu punk cover art meticulously hand-crafted by Dr. Filth. It's just as essential as their "S/T" LP/CD (Criminal IQ) and "The Very Beat Of The Monkees" Singles and Rarities Collection (Dead Beat) if you're a completist. So grab it while ya still can before they become a mere footnote in the anals of Chicago punk history right behind their newest abomination......THE DAILY VOID. Rest in peace bithches!
